When temperatures drop and the nights draw in, the risks to people and property rise. Harsh weather, festive shutdowns, and shorter days create the perfect conditions for disruption, damage, security breaches, and costly downtime. For facilities managers, property owners, and site managers, winter is more than a change in season; it’s a stress test of your planning, protection, and operational resilience – and the stakes are incredibly high.
Last winter, the Association of British Insurers reported £102 million in payouts to businesses for weather-related damage and interruption, and ONS data showed robbery of business property up 54% – both clear reminders of how costly poor preparation can be. And the impact goes far beyond repairs and call-outs. It can lead to operational delays, invalidated insurance, and unhappy clients.
We can all be guilty of assuming it won’t happen to us – until it does. So what are the key winter risks when managing people or property, and how can they be prevented?
When the clocks go back and sites fall quiet over the festive period, opportunists take advantage. Fewer daylight hours, the cost-of-living crisis – felt even harder around Christmas – and reduced presence on-site all increase the risk of security breaches when protection lapses. Vacant buildings, closed construction compounds, and remote utility sites become targets for theft, vandalism, and unauthorised access.

The UK construction industry loses hundreds of millions of pounds each year to theft and related crime, with incidents often peaking in autumn and winter. Recent reports also show plant and machinery theft at record levels. A single overnight break-in can cause major losses, from replacement and repair costs to insurance excesses. The knock-on effect is often greater still: delayed operations, reputational damage and disruption that lingers long after the breach.
Water damage is one of the biggest winter risks to empty or underused buildings. Freezing temperatures, heavy rain, and high winds can quickly turn a minor issue like a leaking roof or blocked gutter into serious structural damage. Without regular heating, checks, and ventilation, frozen pipes can burst and cause extensive flooding, while damp conditions lead to mould, pest infestations, and roof deterioration.
It’s not only the weather itself that causes problems – it’s what happens when no one’s there to spot early warning signs, especially over the festive break. And because insurance claims often rely on evidence of regular maintenance, neglect can leave you financially exposed.

Missed inspections or heating failures can turn a routine winter into an expensive one – from water damage and damp remediation to compliance breaches and invalidated insurance. Repeated call-outs quickly erode margins and delay handovers, especially when trades are stretched thin. Even a single burst pipe can prove incredibly costly. In 2024, reports showed the average homeowner claim for burst pipes exceeded £17,000 – with far higher costs likely for business premises once remediation, redecoration, and reletting delays are factored in.
Winter brings added risks for those working alone or in small teams. Dark mornings, icy access routes, and poor weather make slips, trips, and health issues more likely – and with reduced teams on-site, help may not be close at hand.
Personal safety is another growing concern. HSE data recorded 642,000 incidents of violence at work in 2023/24, with construction and engineering workers among those most affected. Combined with quieter sites and more hours of darkness, the risks to lone workers rise sharply.

No one should feel unsafe or unsupported at work, especially during harsh winter conditions. Beyond the personal risk, lone-worker incidents can halt projects, trigger investigations, and damage trust. A single event can pause operations for days, and lead to costly absences, claims and compliance reviews – all avoidable with the right preparation and protection in place.
Storms, flooding and power outages are now a routine part of the UK winter. The Environment Agency reports that 6.3 million homes and businesses in England are in areas at risk of flooding from rivers, the sea or surface water.
For construction, utilities and infrastructure projects, flooding and power loss can halt progress, damage equipment and create unsafe conditions. High winds can bring down power lines, perimeters or scaffolding, destroy signage, and expose stored materials, escalating costs and reputational risk. For utility providers, the pressure is even greater, as operations must continue – often in severe weather – to maintain essential services and public safety.

Lost production days and asset damage from environmental hazards can quickly run into the tens of thousands. Failure to demonstrate preventive measures may breach health and safety obligations or invalidate insurance. For utility providers, there’s additional financial and regulatory risk if services are disrupted without evidence of reasonable preparation. A 2025 report revealed weather-related property claims had reached £1.5 billion – a clear reminder that proactive protection is no longer optional.
When teams wind down for Christmas, so does routine maintenance – but missed checks can have lasting consequences. Fire safety, heating systems and site access all need regular attention, as insurers rarely make exceptions for seasonal lapses. Even short gaps between inspections can allow issues to escalate: damp, pests, or faulty alarms left unchecked can lead to costly damage. Beyond the financial cost, non-compliance can result in rejected insurance claims, enforcement notices, or invalid occupancy permits.
